Description: I am very pleased to write this short forword to this book. It is clear in retrospect that the NCHE made considerable contributions to the development of higher education in Uganda in the period 2002 to 2012. In that period, a regulatory institution was started from scratch, its administrative structure put in place, benchmarks for assuring the delivery of quality higher education designed, higher education institutions licensed, nurtured, and monitored, research in universities encouraged, publications and displays of higher education ideas initiated through journals and public exhibitions. The NCHE supervised the expansion of universities from ten in 2002 to over thirty in 2012 and a growth of enrollment from 80,000 to 180,000 students in the same years. Above all, a culture of transparency and integrity in the conducting of public administration at the NCHE was established.
